The Pound Conference came into being through the efforts of Warren Burger and many other important leaders to address the issues around the popular dissatisfaction with the administration of justice. The major intent was to pick up on the new justice techniques outlined by Roscoe Pound in 1906 and to address what Pound had referred to as "unfinished business."
